The new Green Paper promises an overhaul of UK public procurement rules. Welcomed by some and disappointing for others it will certainly, if seen through into law, provide one of the biggest shifts in the procurement landscape since the introduction of the 2014 EU Directives.
We caught up with a panel of experts from Public Service Transformation Academy (PSTA), Connect Places Catapult, E3M, Brasenose College Oxford and the POGO Club, as they discuss opportunities and risks arising from the proposed changes, and focus on the possibilities of truly radical procurement: outcomes-focused, transformational, value-adding and innovative - regardless of the legal framework.
